Most deans have subunits within their school or college, and most deans have their origins in one of the subdisciplines. Could it be possible that when resources (lines, money, offices, etc.) are allocated, there is a tendency for the deans (and maybe other senior officials) to favor their heritage discipline? Perhaps it shows respect for the heritage, or maybe a subconscious or not so subconscious bias. Anyone want to provide the needed research?
